Percell Ross Blakely, of Covington, stole property from 62-year-old Andres Valenzuela before shooting him on Main Street in New Rochelle, NY on Oct. 14, 2021, Westchester County District Attorney Miriam E. Rocah said. The New Rochelle Police Department arrested Blakely on Oct. 17, 2021.
