Francisco Colon-Cotto, 23, was charged Wednesday with home invasion, first-degree robbery, conspiracy to commit home invasion, conspiracy to commit first-degree robbery, second-degree unlawful restraint and conspiracy to commit second-degree unlawful restraint, police said.

Colon-Cotto, 23, was arrested on a warrant at Bridgeport Superior Court, where he was appearing on unrelated charges, police said. He was taken into custody by judicial marshals, who turned him over to Shelton Police.

At 10:30 a.m., Jan. 8, Shelton Police received a 911 call from 36-year-old William Frascatore of Quaker Ridge Road stating he had been a victim of a home invasion, police said.

When Shelton patrol units and detectives responded to the scene, they talked to Frascatore, who reported that two men had entered his home through an open door and surprised him in his bedroom, police said.

The intruders tied up Frascatore while they rummaged through the house, then fled the house with jewelry and a cellphone, police said.

Frascatore said he was able to look out the window while tied up and saw the men leaving in an older silver Honda Accord with a loud muffler, police said.

During the investigation a marijuana-growing operation was discovered in the basement of the house, police said.

Detectives were granted a search warrant for the residence and seized several marijuana plants, dried marijuana and growing equipment, police said.

Frascatore was arrested and charged with cultivation of marijuana, operating a drug factory, possession of marijuana over 4 ounces, possession with intent to sell, use of drug paraphernalia, and two counts of risk of injury of a minor.

He later told a reporter he was not running a marijuana operation.

Shelton Detectives are still investigating and an additional arrest is expected, according to Det. Chris Nugent. Anyone with information regarding this incident is encouraged to contact the Shelton Police Department at (203)-924-1544.
